Programme Policy Officer (School Feeding Center Coordinator)

About the role

The World Food Programme (WFP) Tajikistan is recruiting a Programme Policy Officer (School Feeding Center Coordinator) for a one-year fixed-term position, extendable, based in Dushanbe. This vacancy is open only to nationals of Tajikistan. Under the direct guidance of the Deputy Minister of Education and Science and the supervision of the School Feeding Programme Coordinator, the officer supports the nationalization of the School Feeding Programme by strengthening the operational capacity of the School Feeding Center, institutional systems, coordination mechanisms and government ownership at national and subnational levels.

Key responsibilities

• Contribute to the development of School Feeding projects, strategies, workplans and operational processes, aligned with programme policies and national priorities, and support the transition to a nationally owned School Feeding Programme.
• Provide project management and operational support to School Feeding activities of small to moderate complexity, including implementing activities under the Technical Assistance Agreement, coordinating day-to-day operations of the School Feeding Center and supporting its expansion at national, regional and district levels in line with WFP standards.
• Support and monitor data collection, information management and monitoring systems, including integrating School Feeding indicators into EMIS and other digital platforms, so that performance is tracked and assessed rigorously.
• Research and analyse policy, institutional, operational and implementation issues, monitor performance, assess challenges, recommend improvements and contribute to policy dialogue and technical consultations.
• Prepare accurate and timely reports, analytical products, presentations and briefing notes for management, government counterparts, development partners and other stakeholders.
• Liaise with internal counterparts and coordinate with the Ministry of Education and Science, regional and district authorities and other stakeholders, and take part in coordination platforms such as the Inter-ministerial Coordination Council (IMCC), the Development Coordination Council (DCC) on Education and Local Education Groups.
