Information Systems Officer (Temporary)

About the role

The United Nations Conference on Trade and Development (UNCTAD) is seeking an Information Systems Officer to support the ASYCUDA Programme in Dushanbe, Tajikistan. Reporting to the ASYCUDA Regional Coordinator for Europe and Central Asia, the officer will provide technical assistance to National Customs Services and project teams.

Key responsibilities

• Manage feasibility studies, system analysis, design, development and implementation of moderately complex customs systems.
• Develop detailed technical specifications, user documentation and training materials for ASYCUDA systems.
• Provide specialized advice, translate user requirements into applications, and ensure system integration.
• Maintain, upgrade, troubleshoot, and support existing ASYCUDA user systems.
• Develop and maintain proprietary ASYCUDA programs, ensuring data security and access controls.
• Organize unit and integrated testing, assist users in acceptance testing.
• Create disaster recovery plans and conduct related training.
• Contribute to reports and papers on system requirements and information strategy.
• Guide and potentially supervise junior staff or consultants.

Required profile

• Strong knowledge of information technology and information management, especially in systems analysis, database design and programming for customs and international trade.
• Proficiency with high‑level programming languages and experience in structured/object‑oriented design.
• Experience with relational database systems, scripting and query languages.
• Excellent analytical and problem‑solving abilities.
