Programme Policy Officer (School Feeding Programme Capacity Building)

About the role

The World Food Programme (WFP) Tajikistan is recruiting a Programme Policy Officer for its School Feeding Programme, based in Dushanbe. The post supports the operationalization of the MINFIN Concept and the School Feeding transition agenda through capacity strengthening, technical support, partnership management and monitoring and reporting. It is a fixed-term, one-year (extendable) National Officer (NOA) vacancy open only to nationals of Tajikistan, reporting to the School Feeding Programme Coordinator.

Key responsibilities

• Contribute to School Feeding projects, implementation plans, operational processes and activities, including the transition, sustainable financing, institutional strengthening, capacity development and augmentation, income-generating activities and school canteen modernization.
• Provide project management, technical and operational support to School Feeding initiatives, working with government counterparts, partners and stakeholders to plan, implement and monitor activities.
• Follow data collection, monitoring and reporting systems, keeping quality standards high and escalating risks and bottlenecks with recommendations.
• Research and analyse programme, policy and operational issues related to School Feeding, Home-Grown School Feeding, capacity strengthening and sustainable financing.
• Prepare reports and documentation such as briefing notes, donor reports, annual reports, concept notes, project proposals and feasibility assessments.
• Liaise with the Ministry of Finance, Ministry of Education and Science, local authorities, SIFI and other stakeholders, and support coordination meetings and field missions.
• Support partnerships with government institutions, development partners and financial institutions, and organize workshops and technical discussions.
• Strengthen government counterparts, partners and schools through training, technical assistance and capacity-building tools.
• Guide support staff and contribute to programme learning, accountability and evaluation processes.
