National Consultant on Gender‑Sensitive Border Management Capacity Development

About the role

The International Organization for Migration (IOM) is seeking a National Consultant to support the implementation of the project “Strengthening Gender‑Sensitive Border Control, Protection‑Sensitive Screening and Referrals” in Tajikistan. The consultant will work closely with the Border Forces of the State Committee for National Security (BFT) to enhance the operational readiness and sustainability of gender‑sensitive border management capacities.

Key responsibilities

• Develop and deliver targeted training programmes for female border guards.
• Support the preparation of guidance documents for the deployment of female border officers.
• Assist in integrating gender‑sensitive practices into border management procedures and institutional frameworks.
• Coordinate with BFT and other stakeholders to ensure alignment of training with operational needs.
• Monitor, evaluate and report on training outcomes and capacity‑building activities.

Required profile

• Advanced degree in gender studies, security, international development or a related field.
• Demonstrated experience in capacity development, training design and delivery within a security or border‑management context.
• Familiarity with gender‑sensitive screening, protection‑sensitive referral mechanisms and related protection principles.
• Proven ability to work with government agencies and international partners.
• Fluency in English; knowledge of local languages is an advantage.
