About the role

IOM, in cooperation with the Asian Development Bank and the governments of Uzbekistan and Tajikistan, is implementing a cross-border health security partnership project focused on the Khujand-Tashkent corridor, near the Points of Entry Fotehobod (Mastchoh district, Tajikistan) and Oybek (Bekabad district, Uzbekistan). The consultant will carry out a mixed-method (qualitative and quantitative) needs assessment of vulnerable groups and mobile populations, including migrant workers, in selected border communities.

Key responsibilities

  • Assess health profiles, including self-reported morbidity of chronic diseases, and socioeconomic status, mobility, barriers to health services and health needs.
  • Evaluate the impact of infectious diseases (chronic and outbreaks) on livelihoods and the mobility dimensions of communicable disease, including sex-differentiated effects.
  • Generate evidence on health needs, vulnerabilities, barriers to access and service gaps, and identify priority areas for intervention.
  • Inform practical measures to strengthen mobility-sensitive, migrant-inclusive primary health care, community-based communicable disease prevention and response, and access to health services for migrants and host communities.

Required profile

  • University degree in Health Sciences, including public health, epidemiology and other relevant disciplines.
  • At least 5 years of relevant experience in public health research, preferably on epidemiology, communicable diseases, IHR and border health.
  • Demonstrated experience in needs assessments, health facility assessments or similar public health assessments.
  • Experience with international organizations, government institutions and other stakeholders; cross-border, migration or mobility health contexts are an asset.
  • Fluency in written and spoken English, Uzbek/Tajik and Russian; language proficiency is assessed during selection.

Required skills

  • Proficiency in quantitative and qualitative research methods, data collection, management and analysis.
  • Knowledge of WHO health facility assessment tools and methodologies.
  • Experience adapting and applying assessment tools, questionnaires and data collection instruments, and analysing quantitative and qualitative health data.
  • Use of KoboToolbox or similar platforms is an asset.
  • Strong analytical, report-writing, communication and presentation skills.

Consultants are covered by IOM's compensation plan for occupational accidents and illnesses during the consultancy; non-occupational medical insurance is the consultant's responsibility.
